China unveils guideline on science and technology innovation board -- China's securities watchdog on January 30 published a guideline on the implementation of science and technology innovation board at the Shanghai Stock Exchange. The science and technology innovation board will focus on companies in high-tech and strategically emerging sectors such as new generation information technology, advanced equipment, new materials, new energy and biomedicine, the China Securities Regulatory Commission (CSRC) said in a statement. The move also aims to push for integration of Internet, big data, cloud computing, artificial intelligence and manufacturing sector, according to the statement. The CSRC vowed to step up oversight on companies listed at the new board and crack down on illegal activities such as fraudulent issuance and false statement.

Gov't requires reduction of time needed for immovable property registration -- China will further shorten the time period required for immovable property registration for the convenience of businesses and individuals, a State Council executive meeting decided on January 30. It was decided that the time required for general registration and mortgage registration will be cut to no more than ten and five working days, respectively, by the end of this year. And both will be reduced to no more than five working days before the end of 2020.

China orders further cleanup along Yangtze -- China's Ministry of Water Resources said on January 29 that illegal infrastructure along the Yangtze River is being dismantled to restore order. A year-long inspection organized by the ministry and local water authorities showed that there are 5,700 infrastructure projects along a total of 8,311 kilometers of main river shorelines. About 2,441 of these infrastructures -- bridges, ports, docks, ferry crossing and sewerage facilities -- are considered against relevant regulations, Vice Minister Wei Shanzhong said. The first batch of 356 facilities will be dismantled by the end of June, he said at a special symposium on the Yangtze River conservation in Wuhan, one of the largest cities in the middle reach.

South China's Guangdong to unveil guidance, action plan on construction of Greater Bay Area soon -- South China's Guangdong Province will unveil guidance and a three-year action plan soon to foster the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, according to Ge Changwei, head of the province's economic planner, on January 29. According to Ge, the move is a response to the national-level planning on the construction of the Greater Bay Area. The construction is divided into three phases, namely, laying the foundation, basically achieving rule connection between Guangdong, Hong Kong and Macao, and finishing the construction of a world-class bay area by 2035, noted Ge.

Shanghai committed to integrated development of Yangtze River Delta -- Together with other locations, Shanghai will make efforts in building demonstration zones featuring the integrated development of the Yangtze River Delta region, Shanghai's mayor Ying Yong said on January 27. The city will cooperate with its partners in constructing programs of infrastructure, scientific innovation, industrial collaboration, environment and market systems, the mayor said while delivering the government work report at the annual session of the municipal people's congress. Cooperation mechanisms will be further improved in public services such as pension service, medical and health services, human resources and social welfare.

China unveils action plan to protect, restore Yangtze River -- China has unveiled an action plan to protect and restore the Yangtze River as the country pushes forward environmental protection. Water quality of more than 85 percent of Yangtze River segments should reach Level III standard or above by the end of 2020, according to the plan released jointly by the Ministry of Ecology and Environment (MEE) and National Development and Reform Commission. It also said more than 90 percent of "black and odorous" water bodies in cities at or above prefecture level in the Yangtze River economic belt should be eliminated by the end of 2020. Regions along the river in 11 provinces and municipalities are set as key areas, the plan said.

China issues action plan on combating pollution from waste lead battery -- The Chinese Ministry of Ecology and Environment and eight other authoritative departments recently released an action plan to prevent and control pollution from used lead acid batteries (LABs). Lead acid battery producers are required to carry out the producer responsibility extension system so as to ensure the collection rate of waste LABs to reach 40 percent by 2020 and further to 70 percent by 2025, according to the action plan. China will advance the green development of LAB production industry, and give full play to the leading role of LAB production companies and lead recycling enterprises to set up standard recycling system, according to the action plan.
